Eleven digits to an uproar

Japan has flipped the switch on a new national computerized registry, but without any accompanying laws to protect that information from misuse. This has lead to many protests:

Today, protesters compared the residential registry to a 10-digit computerized identification system for cows, which was adopted last fall in an effort to contain mad cow disease. “Cows are 10-digit numbers and human beings are 11 digits,’ read one protest banner outside the Public Management Ministry, the agency responsible for creating the network.

    OK, so they gave the people 11 digit ID numbers and the cows 10 digit ID numbers. What does it say for us that we in America have 9 digit ID numbers?
