		<description>The problem with this entire situation is the tactic the Bush Administration likes to use called &quot;Shifting the Burden of Proof&quot;. The burden of proof is always (or should always be) on the person making the accusations, in this heaping pile of a mess: The Bush Administration. 

By shifting the burden of proof to the ones denying the accusations (ie- the evildoers), you&#039;re presenting a problem that something is true unless proven false. Guilty until proven innocent. Ya know ... ideals that this country was founded upon.

This even violates the scientific method. You can surely prove that something DOES exist (which the U.S. did not) but you can NOT prove that something does NOT exist. The Easter Bunny may be real (though I have my doubts), but I&#039;m not dumb enough to waste my time trying to convince others the same thing.
